TASK 1: CASE STUDY (50 marks)

A  group  of  investors  (the  client)  approached  your  construction  project  management consultancy requesting that you lead the group in preparing a feasibility study to redevelop a an existing school in an emerging area in Auckland. Your company will lead them into buying the property from Auckland City Council, design, build, finance and own the new facility.

The City Council has specified that the purchaser is free to propose anything that fits with the existing village community. The highly discerning villagers do not want any development that is likely to generate too much traffic and attract many visitors. The villagers will be out to oppose whatever they do not consider to be appropriate for the village. Your company is free to propose anything but there are additional considerations besides making profit from the site. The Council aspires that the new facility will be finished in a highly sustainable way, achieving a Green Star rating of “Excellent” .

The property that your client will be buying is a single-story timber-framed building, with a capacity to serve 200 students, set within a quality masonry external envelope with spaces used for teaching, learning, social interaction outside of lesson time, administrative purposes, library, home economics and construction design and technology laboratories. The underlying ground conditions are excellent. Existing buildings contains asbestos. The council would prefer that they be renovated/refurbished rather than demolished but would not oppose any plan to demolish and rebuild as long as all the conditions in this brief are met. The property has additional land that may be developed as a second building. The total land area is about 2.67 acres (10,805 m2).

The initial budget for the project has been informally assessed as being in the region of $40 million. The proposed project is expected to take 20-24 months to construct on site and must be completed in 2.5 years following acceptance of the investor’s tender. Given the investor’s limited in-house expertise it is clear that a complete design and construction team will need to be assembled. The client is looking to your firm to recommend a procurement strategy that is appropriate for delivering the project.

•    You  can make any assumptions that you wish, provided that the assumptions are reasonable and are clearly written down as part of your feasibility assessment.

You are required to measure and schedule (using NRM2) the following sub-elements:

•     Measure and schedule the StelTech Portal Frame.

•     Measure and schedule the plasterboard (pg 224)

•     Measure and schedule the details complete for
